ConSkins Balance, Payments & Pricing Policy

1. Purpose of This Policy
This ConSkins Balance, Payments & Pricing Policy explains:
- how the ConSkins Balance operates;
- how Users may add funds to their Balance;
- how payments are processed;
- how the Balance may be used;
- how prices, fees and taxes are displayed;
- when Balance adjustments may be made;
- how payment reversals and chargebacks are handled;
- when unused Balance may be returned to the original payment method; and
- what happens to the Balance when an Account is closed.
This Policy forms part of the ConSkins Terms and Conditions.

In this Policy, “ConSkins”, “we”, “us” and “our” mean CONDEO LTD.
3. Definitions
For the purposes of this Policy:
- “Account” means a registered ConSkins user account;
- “Balance” or “ConSkins Balance” means the internal account credit recorded within an Account and available for eligible purchases through ConSkins;
- “Cash-Funded Balance” means Balance added through a successfully completed payment made by the User;
- “Promotional Balance” means any bonus, promotional, complimentary or goodwill credit added without a corresponding payment by the User;
- “Digital Item” means a virtual in-game item available for purchase through ConSkins and capable of being transferred through Steam;
- “Order” means a confirmed request to purchase a Digital Item using the ConSkins Balance;
- “Payment Method” means a card or another payment method made available through the ConSkins payment interface;
- “Payment Provider” means an independent third party used to process payments, refunds, authentication and related payment services;
- “Top-Up” means a payment made for the purpose of adding Cash-Funded Balance to an Account;
- “Chargeback” means a reversal or dispute initiated through a bank, card issuer or Payment Provider;
- “User”, “you” and “your” mean the individual who holds or uses a ConSkins Account.
4. Nature of the ConSkins Balance
The ConSkins Balance is an internal account credit intended solely for eligible purchases through ConSkins.
The Balance:
- may be used only within ConSkins;
- may be used only for products or services expressly made available through the Website;
- is not a bank account;
- is not a savings or deposit account;
- does not earn interest;
- is not an investment;
- is not cryptocurrency;
- cannot be transferred between Users;
- cannot be sold, assigned, pledged or traded;
- cannot be used to make payments outside ConSkins;
- cannot ordinarily be withdrawn for cash during normal Account use; and
- has no value outside the ConSkins service.
The Balance is not presented or intended as a general-purpose payment account or financial product.
A User may not use ConSkins primarily to store funds, transfer value, process payments for another person or conduct financial activity unrelated to the purchase of Digital Items.
Nothing in this Policy determines the regulatory classification of any payment service independently provided by a Payment Provider.
5. Requirement to Use the Balance
Digital Items available through ConSkins may be purchased only using the ConSkins Balance.
Users cannot ordinarily pay directly for a Digital Item through an external Payment Method at the moment the Order is placed.
The standard process is:
- the User creates a ConSkins Account;
- the User adds funds to the ConSkins Balance;
- the User links an eligible Steam Account;
- the User selects an available Digital Item;
- the purchase amount is deducted or reserved from the Balance;
- the Order is processed; and
- the Digital Item is delivered through a Steam Trade Offer.
A User must have sufficient available Balance before placing an Order.
6. Adding Funds to the Balance
Users may add funds through the Payment Methods displayed within the ConSkins payment interface.
Available Payment Methods may vary depending on:
- the User’s country;
- the transaction currency;
- the amount;
- the Payment Provider;
- the User’s Account status;
- regulatory or sanctions restrictions;
- fraud-prevention controls; and
- technical availability.
ConSkins does not guarantee that every Payment Method will remain available at all times.
We may add, remove, suspend or replace a Payment Method where reasonably necessary.
7. Payment Processing
Top-Ups are processed through an independent Payment Provider.
The Payment Provider may:
- collect and process payment information;
- authenticate the transaction;
- conduct fraud and risk checks;
- apply 3D Secure or another strong customer authentication process;
- request additional verification;
- approve, decline, delay or reverse a payment; and
- apply its own terms and privacy notice.
A Top-Up is completed only when:
- the Payment Provider confirms successful payment;
- ConSkins receives confirmation of the transaction; and
- the corresponding Balance is credited to the User’s Account.
Submitting payment details does not guarantee that a Top-Up will be approved.
ConSkins does not control approval decisions made independently by a bank, card issuer or Payment Provider.
8. Payment Card Information
Payment card information may be entered directly into an interface operated or secured by the Payment Provider.
Where this payment structure is used, ConSkins does not intentionally collect or store the User’s complete card number or card security code on its own servers.
ConSkins may receive limited payment-related information, such as:
- the card type;
- the last digits of the card;
- the issuing country;
- the transaction reference;
- the payment status;
- the authentication result;
- risk indicators; and
- tokenised payment identifiers.
Payment information is handled in accordance with the Privacy Policy and the applicable Payment Provider’s privacy notice.
9. Payment Authorisation
By submitting a Top-Up, the User confirms that:
- the User is legally authorised to use the selected Payment Method;
- the Payment Method belongs to the User or is being used with the lawful holder’s permission;
- the payment information is accurate;
- the funds come from a lawful source;
- the transaction is not fraudulent or unauthorised;
- the Top-Up is being made for the User’s own ConSkins Account;
- the User is not acting as an undisclosed payment intermediary; and
- the User agrees to any applicable payment terms presented during checkout.
A User must not:
- use stolen card details;
- use another person’s Payment Method without permission;
- use a corporate Payment Method without authority;
- make a Top-Up for an unknown or undisclosed third party;
- conceal the true source of funds;
- split payments to avoid transaction limits;
- use multiple Accounts to avoid payment controls; or
- initiate a payment while intending to dispute it after using the Balance.
10. Payment Verification
ConSkins or the Payment Provider may require additional verification before or after a Top-Up.
Verification may include:
- 3D Secure authentication;
- confirmation through the User’s bank;
- verification of the registered email address;
- identity verification;
- age verification;
- proof of address;
- confirmation of Payment Method ownership;
- a copy of a payment statement showing the relevant transaction;
- information concerning the source of funds; or
- another proportionate verification step.
A Top-Up or related Balance may remain pending or restricted while verification is incomplete.
Failure to complete a reasonable verification request may result in:
- rejection of the Top-Up;
- cancellation of an Order;
- temporary restriction of the Balance;
- suspension of further payments; or
- closure of the Account.
11. Top-Up Limits
ConSkins or the Payment Provider may apply:
- minimum Top-Up amounts;
- maximum Top-Up amounts;
- daily, weekly or monthly limits;
- transaction frequency limits;
- country-specific restrictions;
- Account-specific limits; and
- additional limits based on risk or verification status.
Applicable limits will be displayed during the payment process where relevant.
Limits may be changed for legal, security, operational or fraud-prevention reasons.
Attempts to bypass limits through multiple Accounts, multiple Payment Methods or structured transactions are prohibited.
12. Top-Up Status
A Top-Up may be shown as:
- pending;
- completed;
- declined;
- cancelled;
- failed;
- reversed;
- refunded; or
- under review.
12.1 Pending Top-Ups
A pending payment has not yet resulted in available Balance.
A payment may remain pending while:
- the Payment Provider processes it;
- the bank authorises it;
- authentication is completed;
- a risk review takes place;
- technical confirmation is delayed; or
- additional information is requested.
The User must not repeatedly submit the same payment while the original transaction remains pending unless instructed to do so.
12.2 Declined or Failed Top-Ups
A declined or failed Top-Up does not create available Balance.
The User may contact their bank or Payment Provider for further information.
For security reasons, ConSkins may not have access to the exact reason why a payment was declined.
12.3 Completed Top-Ups
A completed Top-Up results in the corresponding Cash-Funded Balance being credited to the User’s Account.
The Balance may be used only after it appears as available within the Account.
13. Currency
Available currencies will be displayed within the Website or payment interface.
The currency used for:
- a Top-Up;
- the ConSkins Balance;
- the price of a Digital Item; and
- a refund
will be shown before the relevant transaction is confirmed.
Where currency conversion is required, the applicable exchange rate may be determined by:
- ConSkins;
- the Payment Provider;
- the card issuer;
- the User’s bank; or
- another payment intermediary.
A bank, card issuer or Payment Provider may apply foreign exchange charges or its own conversion rate.
Such external charges are not controlled by ConSkins and may not appear in the ConSkins transaction summary.
14. Balance Records
The Balance displayed within the Account is based on ConSkins transaction records.
The Account may display:
- completed Top-Ups;
- Digital Item purchases;
- pending reservations;
- released reservations;
- refunds to the Balance;
- promotional credits;
- chargeback adjustments;
- payment reversals;
- manual corrections; and
- other authorised adjustments.
Users should review their Balance and transaction history regularly.
A User must notify ConSkins promptly if they identify:
- an unknown Top-Up;
- an unknown purchase;
- a missing credit;
- an incorrect deduction;
- a duplicate transaction; or
- another apparent error.

15. Available and Reserved Balance
The Account may distinguish between:
- available Balance, which may be used for new Orders; and
- reserved or restricted Balance, which is temporarily unavailable.
Balance may be reserved when:
- an Order is being processed;
- a Steam Trade Offer is pending;
- a refund or payment reversal is being processed;
- a Chargeback is open;
- a payment is under review;
- identity verification is incomplete;
- fraud or unauthorised activity is suspected; or
- a legal or sanctions restriction applies.
Reserved Balance remains recorded within the Account but cannot be used until it is released, deducted or otherwise resolved.
16. Use of the Balance
The Balance may be used only to purchase eligible Digital Items or other products or services expressly offered through ConSkins.
When an Order is accepted:
- the purchase amount may be immediately deducted from the Balance; or
- the amount may first be reserved and deducted when processing reaches the relevant stage.
The User cannot use Balance that is:
- pending;
- reserved;
- restricted;
- disputed;
- associated with a reversed payment; or
- otherwise unavailable.
The User must not use the Balance to:
- transfer value to another person;
- buy Digital Items as part of an undisclosed money-transfer arrangement;
- conduct fraud;
- disguise the source or destination of funds;
- avoid sanctions;
- facilitate gambling;
- conduct unauthorised commercial payment activity; or
- exploit pricing, payment or technical errors.
17. No User-to-User Transfers
Users cannot:
- transfer Balance to another Account;
- receive Balance from another User;
- combine Balances between Accounts;
- sell Balance;
- exchange Balance privately;
- use Balance as collateral;
- gift paid Balance unless ConSkins expressly introduces such a feature; or
- ask support to move Balance between unrelated Accounts.
Where duplicate Accounts belong to the same verified User, ConSkins may determine whether a correction or consolidation is appropriate, but is not obliged to transfer Balance between Accounts.
18. No Ordinary Cash Withdrawal
The ConSkins Balance is intended to be spent on eligible purchases through ConSkins.
Users cannot ordinarily request withdrawal of Balance while keeping the Account open.
Cash-Funded Balance may be returned to an original Payment Method only where:
- the Account is being permanently closed;
- the original Top-Up was duplicated;
- the original Top-Up was incorrectly processed;
- the transaction was unauthorised;
- the Payment Provider requires a reversal;
- ConSkins agrees that a monetary refund is appropriate; or
- applicable law requires a monetary refund.
Promotional Balance is not ordinarily redeemable for money.
19. Prices of Digital Items
The price of each Digital Item will be displayed before an Order is confirmed.
Prices may be influenced by:
- Digital Item availability;
- item type;
- exterior or wear category;
- float value;
- pattern or paint seed;
- StatTrak status;
- stickers or name tags;
- demand;
- supply conditions;
- currency movements;
- third-party inventory information;
- fulfilment costs;
- service costs; and
- applicable taxes.
Digital Item prices may change at any time before an Order is accepted.
Adding a Digital Item to a cart, opening its page or beginning checkout does not fix or reserve its price.
Once an Order has been accepted, a later general price change will not alter the confirmed purchase price.
20. Included Fees and Taxes
Unless clearly stated otherwise, the price displayed for a Digital Item includes:
- ConSkins service charges;
- applicable ConSkins transaction fees;
- applicable VAT; and
- other taxes required to be included in the displayed consumer price.
ConSkins will not add a separate undisclosed purchase fee after the User confirms the Order.
The amount shown before final confirmation is the amount deducted from the ConSkins Balance for that Order.
A User’s bank, card issuer or Payment Provider may separately apply:
- foreign transaction fees;
- currency conversion fees;
- payment processing charges;
- cash-advance classification charges; or
- other external charges.
ConSkins does not receive or control such external charges unless expressly stated.
21. Pricing and Display Errors
Despite reasonable care, the Website may occasionally display:
- an incorrect price;
- an outdated price;
- an incorrect currency;
- an unavailable Digital Item;
- incorrect characteristics;
- duplicated inventory;
- a technical calculation error; or
- another obvious mistake.
Where an error is identified before an Order is accepted, ConSkins may correct the information and require the User to submit a new Order.
Where an obvious and material error is identified after acceptance but before delivery, ConSkins may:
- cancel the Order;
- release or restore the full deducted amount to the Balance; and
- allow the User to place a new Order at the corrected price.
ConSkins will not require the User to pay an increased price for an already accepted Order without the User’s express agreement.
A minor price movement after Order acceptance is not a pricing error.
22. Promotional Balance
ConSkins may occasionally provide Promotional Balance as part of:
- a promotion;
- a bonus programme;
- a customer service adjustment;
- a referral programme;
- a goodwill gesture; or
- another campaign.
Additional conditions may apply to Promotional Balance, including:
- eligibility requirements;
- minimum purchase requirements;
- permitted uses;
- expiry dates;
- one-time use restrictions;
- country restrictions; and
- restrictions on combining promotions.
Any material conditions will be disclosed when the Promotional Balance is offered.
Unless required by law or expressly stated otherwise, Promotional Balance:
- cannot be withdrawn;
- cannot be returned to a Payment Method;
- cannot be transferred;
- cannot be sold;
- cannot be exchanged for cash; and
- may be removed if obtained through fraud, error or abuse.
Promotional Balance and Cash-Funded Balance may be shown separately within the Account.
23. Order Refunds to the Balance
Where a Digital Item Order:
- cannot be completed;
- is cancelled before delivery;
- fails because the item becomes unavailable;
- is affected by a technical failure;
- is rejected following a valid security review; or
- otherwise qualifies for a Balance refund,
the full amount deducted for that Order will ordinarily be restored to the ConSkins Balance.
The restored amount will include the full price deducted for the failed Order, including service charges and taxes already included in that price.
No cancellation fee will be deducted where ConSkins or its fulfilment arrangements could not provide the Digital Item.
A refund to the Balance does not reverse the original Top-Up transaction.

24. Monetary Refunds
A monetary refund may be returned to the original Payment Method where:
- the original Top-Up was duplicated;
- the Balance was not correctly credited;
- an unauthorised payment is confirmed;
- the Payment Provider reverses the transaction;
- the Account is permanently closed with eligible unused Cash-Funded Balance;
- ConSkins expressly approves a monetary refund; or
- applicable law requires the refund to be made in money.
Where legally required, a monetary refund will be made using the same means of payment used for the original transaction unless the User expressly agrees to another lawful method.
ConSkins will not replace a legally required monetary refund with Balance or Promotional Balance without the User’s valid agreement.
A refund may be limited to the amount that was actually paid and successfully received.
25. Account Closure and Balance Refunds
A User may request permanent closure of their Account by emailing:
info@conskins.com
The request should be sent from the email address registered to the Account.
Before closing the Account, ConSkins may require the User to:
- verify ownership of the Account;
- verify identity;
- confirm ownership of the Payment Method;
- resolve active Orders;
- resolve pending Steam Trade Offers;
- complete an open payment or fraud review;
- resolve a Chargeback;
- repay any negative Balance; or
- provide information reasonably required to process the refund.
Subject to verification and any lawful restrictions, eligible unused Cash-Funded Balance will be returned to the original Payment Method.
Where the Balance was funded through multiple transactions, ConSkins may allocate the refund between the corresponding original payments.
The following will not ordinarily be refunded as money:
- Promotional Balance;
- Balance already used for successfully delivered Digital Items;
- Balance created by an unpaid, reversed or charged-back Top-Up;
- amounts subject to an unresolved payment dispute;
- amounts associated with suspected fraud;
- amounts that ConSkins is legally required to restrict; and
- amounts that do not represent funds paid by the User.
ConSkins will process an approved closure refund without undue delay. The time required for the funds to appear may depend on the Payment Provider, card issuer and banking system.
If the original Payment Method is no longer available, ConSkins may request additional verification and determine an appropriate lawful alternative.
26. Cancellation of a Top-Up
A request to cancel a Top-Up must be sent promptly to info@conskins.com.
A Top-Up may no longer be capable of cancellation where:
- the Balance has already been used;
- an Order has been placed;
- a Digital Item has been delivered;
- the payment has already been settled;
- the Payment Provider does not permit cancellation; or
- the Balance is subject to a review or dispute.
Where immediate access to the Balance has begun at the User’s request, the User’s ordinary cancellation rights may be affected to the extent permitted by law.
Nothing in this section limits a mandatory right relating to an unauthorised payment, incorrect transaction, defective supply or another matter that cannot lawfully be excluded.
27. Duplicate Top-Ups
If a User believes that the same Top-Up was charged more than once, the User should contact info@conskins.com and provide:
- the Account email address;
- the transaction date;
- the amount;
- available payment references;
- the last digits of the payment card, where applicable; and
- supporting evidence from the bank or Payment Provider.
ConSkins will review whether:
- multiple payment requests were submitted;
- multiple authorisations were issued;
- one entry is only a temporary bank authorisation;
- the Balance was credited more than once; or
- a genuine duplicate payment occurred.
Where a duplicate payment is confirmed, the duplicate amount may be:
- returned to the original Payment Method; or
- retained as Balance only where the User expressly agrees.
28. Incorrect or Missing Balance
If a completed payment has not been credited, the User should contact support and provide the relevant transaction information.
ConSkins may request confirmation from the Payment Provider before making a manual correction.
A bank statement showing a pending authorisation does not necessarily confirm that ConSkins received the payment.
Where ConSkins confirms that:
- payment was successfully received but no Balance was credited, the Balance will be corrected or the payment refunded;
- the payment failed or was not received, no Balance will be credited;
- the payment remains pending, the User may be asked to wait for the Payment Provider’s final status; or
- the payment was reversed, any related provisional Balance may be removed.
29. Payment Reversals
A bank, card issuer or Payment Provider may reverse a payment after Balance has been credited.
If a Top-Up is reversed, cancelled or refunded, ConSkins may:
- remove the corresponding unused Balance;
- cancel pending Orders;
- restrict the Account;
- reverse a provisional credit;
- place the Account into a negative Balance if the funds were already used;
- request repayment; or
- take other reasonable steps to prevent financial loss.
ConSkins will not remove valid Balance without a legitimate payment, contractual, legal, security or correction-related reason.
30. Negative Balance
An Account may enter a negative Balance where:
- a funded payment is reversed after the Balance was used;
- a Chargeback is upheld after delivery;
- a duplicate credit is corrected;
- a refund was issued in error;
- a Digital Item and the corresponding payment value were both retained; or
- another valid adjustment exceeds the available Balance.
Where an Account has a negative Balance, ConSkins may:
- suspend new Orders;
- restrict further Top-Ups;
- offset future valid credits against the negative amount;
- request repayment;
- suspend or close the Account; or
- pursue lawful recovery of the amount.
ConSkins will provide information concerning the adjustment unless disclosure would compromise fraud controls or breach legal obligations.
31. Chargebacks and Payment Disputes
Users should contact info@conskins.com before initiating a Chargeback so that ConSkins has a reasonable opportunity to investigate and resolve the issue.
This does not prevent a User from exercising a lawful right to contact their bank, card issuer, Payment Provider or a competent authority.
A User must not initiate a Chargeback:
- after receiving the correct Digital Item;
- because the Digital Item’s value changed;
- because the User changed their mind after completed delivery;
- while falsely claiming an authorised payment was unauthorised;
- to obtain both the Digital Item and the payment amount;
- to avoid completing support verification; or
- as part of fraud or abuse.
When a Chargeback is opened, ConSkins may temporarily restrict:
- the disputed amount;
- the remaining Balance;
- pending Orders;
- additional Top-Ups;
- Digital Item delivery; and
- access to the Account.
ConSkins may provide the bank or Payment Provider with relevant evidence, including:
- Account information;
- payment records;
- login records;
- authentication results;
- Order information;
- Steam delivery records;
- Trade Offer details;
- communications;
- device or security information; and
- evidence of User authorisation.
Personal information will be shared only where reasonably necessary and in accordance with the Privacy Policy.
32. Unauthorised Payments
A User who believes that a Payment Method was used without authorisation should:
- contact their bank or card issuer promptly;
- secure the associated payment account;
- change the ConSkins Account password;
- secure the registered email account;
- notify ConSkins at info@conskins.com; and
- provide reasonable information required for investigation.
ConSkins may temporarily restrict the Account and Balance while the matter is investigated.
A report of unauthorised payment will be assessed using available evidence and does not automatically establish that the transaction was unauthorised.
ConSkins will cooperate with the relevant Payment Provider and provide remedies required by applicable law.
33. Fraud and Security Restrictions
ConSkins may delay, reject, restrict or reverse a payment-related transaction where reasonably necessary to:
- prevent fraud;
- protect the User;
- verify identity or Payment Method ownership;
- investigate unusual activity;
- address a Chargeback;
- comply with sanctions;
- comply with law or a competent authority;
- enforce transaction limits;
- correct an error; or
- protect ConSkins and its service providers.
ConSkins may be unable to disclose detailed risk rules, detection methods or the precise reason for a security decision where disclosure could:
- enable circumvention;
- prejudice an investigation;
- expose confidential controls;
- reveal third-party security information; or
- breach legal obligations.
34. Account Security
Users are responsible for taking reasonable steps to secure:
- the ConSkins Account;
- the registered email account;
- payment credentials;
- devices used to access ConSkins;
- the linked Steam Account; and
- authentication methods.
Users should:
- use a strong and unique password;
- avoid sharing login credentials;
- enable available security features;
- avoid entering payment information on unofficial websites;
- review transaction notifications;
- report suspicious activity promptly; and
- log out from shared devices.
ConSkins will never ask a User to send a card PIN, complete card security code, online banking password or Steam password by email or support message.
35. Receipts and Transaction Information
ConSkins may provide payment and Order information through:
- the User’s Account;
- email;
- a downloadable receipt;
- a transaction history; or
- another electronic format.
Transaction records may include:
- the date;
- the amount;
- the currency;
- the transaction reference;
- the payment status;
- the Balance adjustment;
- the purchased Digital Item; and
- included taxes where applicable.
The User is responsible for reviewing the information and reporting apparent errors promptly.
36. Taxes
Applicable VAT and taxes are included in the displayed consumer price unless clearly stated otherwise.
Users will not be charged an additional ConSkins tax amount after confirming an Order unless:
- the User expressly agrees;
- a correction is legally required; or
- the original display was affected by an obvious error and the Order has not yet been completed.
Users remain responsible for any personal tax consequences arising from their own use, transfer or later disposal of a Digital Item.
ConSkins does not provide individual tax advice.
37. Inactivity
Cash-Funded Balance will not be converted into Promotional Balance solely because the Account becomes inactive.
ConSkins may contact an inactive User regarding:
- Account security;
- an outstanding Balance;
- changes to the Service;
- Account closure;
- legal requirements; or
- information necessary to return eligible funds.
Promotional Balance may expire where an expiry date was clearly disclosed when the promotion was offered.
ConSkins may close an inactive Account where reasonably necessary, but eligible Cash-Funded Balance will be handled in accordance with this Policy and applicable law.
38. Suspension or Discontinuation of the Service
If ConSkins permanently discontinues the relevant purchasing service, we will take reasonable steps to:
- stop accepting new Top-Ups;
- complete or cancel pending Orders;
- return amounts for unsuccessful Orders to the Balance;
- notify affected Users;
- provide a process for returning eligible unused Cash-Funded Balance; and
- close Accounts in an orderly manner.
ConSkins will not intentionally require Users to spend eligible unused Cash-Funded Balance solely because the Service is being discontinued.
Promotional Balance will be handled according to the applicable promotional terms and mandatory law.
39. Personal Data
ConSkins may process payment-related personal data for purposes including:
- processing Top-Ups;
- maintaining the Balance;
- authenticating transactions;
- preventing fraud;
- resolving disputes;
- processing refunds;
- complying with law;
- maintaining accounting records; and
- responding to Chargebacks.
Payment information may be shared with:
- Payment Providers;
- banks and card issuers;
- fraud-prevention providers;

- competent authorities; and
- other recipients described in the Privacy Policy.

40. Service Availability
Payment and Balance functions may occasionally be unavailable due to:
- maintenance;
- Payment Provider downtime;
- banking outages;
- technical failures;
- security incidents;
- authentication failures;
- legal restrictions;
- sanctions controls;
- network outages; or
- circumstances outside our reasonable control.
ConSkins will take reasonable steps to restore affected functions.
Temporary unavailability does not remove a User’s existing eligible Balance.
41. Liability
Nothing in this Policy excludes or limits liability where doing so would be unlawful, including liability for:
- fraud;
- fraudulent misrepresentation;
- deliberate misconduct;
- death or personal injury caused by negligence;
- breach of mandatory consumer rights; or
- another liability that cannot lawfully be excluded.
Subject to those rights, ConSkins is not responsible for:
- charges independently imposed by a bank or card issuer;
- exchange rates independently applied by third parties;
- payment delays caused solely by banking systems;
- payment declines made independently by a Payment Provider;
- losses caused by false information supplied by the User;
- unauthorised use resulting solely from the User’s failure to protect credentials; or
- interruptions outside ConSkins’ reasonable control.
ConSkins remains responsible for exercising reasonable care in maintaining Balance records and processing transactions under its control.
42. Relationship with Other Policies
This Policy should be read together with:
- the Terms and Conditions;
- the Digital Item Delivery & Steam Trade Policy;
- the Refund, Cancellation & Failed Delivery Policy;
- the Acceptable Use, Fraud Prevention & Account Security Policy;
- the KYC & Sanctions Policy;
- the Privacy Policy; and
- the Complaints & Dispute Resolution Policy.
If there is a conflict, the Terms and Conditions will prevail unless another Policy expressly takes precedence for a specific issue or applicable law requires otherwise.
43. Changes to This Policy
ConSkins may update this Policy to reflect:
- changes to payment functionality;
- changes to the Balance;
- changes to Payment Providers;
- new Payment Methods;
- changes in law;
- security requirements;
- fraud-prevention controls;
- tax requirements; or
- operational improvements.
The current version will be published on the Website with a revised “Last updated” date.
Material changes affecting existing Cash-Funded Balance will be communicated where reasonably appropriate.
Changes will not ordinarily apply retroactively in a manner that removes an accrued mandatory right.
44. Governing Law
This Policy is governed by the laws of England and Wales.
Consumers may also benefit from mandatory legal protections and jurisdictional rights available in their country of residence.
Nothing in this Policy removes rights that cannot lawfully be excluded.
