Acceptable Use, Fraud Prevention & Account Security Policy

1. Purpose of This Policy
This Acceptable Use, Fraud Prevention & Account Security Policy explains:
- the permitted and prohibited uses of ConSkins;
- the security responsibilities of Users;
- the rules applicable to ConSkins and linked Steam Accounts;
- the activities considered fraudulent, abusive or harmful;
- the measures ConSkins may take to protect Users and the Service;
- how suspected fraud, phishing and account compromise should be reported; and
- the consequences of violating this Policy.
This Policy forms part of the ConSkins Terms and Conditions.
2. Service Provider
The ConSkins service is operated by:

In this Policy, “ConSkins”, “we”, “us” and “our” mean CONDEO LTD.
3. Definitions
For the purposes of this Policy:
- “Account” means a registered ConSkins user account;
- “Balance” or “ConSkins Balance” means the internal account credit available for eligible purchases through ConSkins;
- “Digital Item” means a virtual in-game item available for purchase through ConSkins and capable of being transferred through Steam;
- “Order” means a confirmed request to purchase a Digital Item using the ConSkins Balance;
- “Payment Method” means a payment card or another payment method made available through the ConSkins payment interface;
- “Payment Provider” means an independent third party used to process payments, authentication, refunds and related payment services;
- “Service” means the Website, Account, Balance, Digital Item purchasing functionality and related services provided through ConSkins;
- “Steam” means the service operated by Valve Corporation;
- “Steam Account” means the Steam account linked to a User’s ConSkins Account;
- “Steam Trade Offer” or “Trade Offer” means an offer made through Steam to transfer a Digital Item;
- “Top-Up” means a payment made to add Cash-Funded Balance to an Account;
- “User”, “you” and “your” mean the individual accessing or using ConSkins.
4. General Acceptable Use Requirement
You may use ConSkins only:
- for lawful personal purposes;
- in accordance with the Terms and Conditions and applicable Policies;
- through an Account that belongs to you;
- using payment methods and funds that you are authorised to use;
- through a Steam Account that belongs to and is controlled by you;
- in compliance with Steam’s applicable rules; and
- in a way that does not harm ConSkins, other Users, service providers or third parties.
You must not use ConSkins for any unlawful, fraudulent, deceptive, abusive or unauthorised purpose.
5. Age and Account Eligibility
ConSkins is available only to individuals who are at least 18 years old and have legal capacity to enter into a binding agreement.
You must not:
- create an Account if you are under 18;
- provide a false date of birth;
- allow a minor to use your Account;
- create an Account on behalf of a minor;
- use another person’s identity to satisfy eligibility requirements; or
- provide false or altered identity documents.
ConSkins may request reasonable evidence of age, identity, residence or Account ownership.
6. Account Ownership
Each Account is personal to the registered User.
You must not:
- sell, rent, lease or transfer your Account;
- purchase or obtain an Account from another person;
- share the Account with another person;
- allow another person to make payments or Orders through your Account;
- create an Account using another person’s details;
- impersonate another individual or organisation;
- conceal the person who actually controls the Account; or
- use an Account after ownership or control has changed.
Unless expressly approved by ConSkins, each User may maintain only one Account.
7. Multiple Accounts
You must not create or operate multiple Accounts for the purpose of:
- bypassing transaction limits;
- avoiding identity or payment verification;
- circumventing a suspension or restriction;
- obtaining repeated promotional benefits;
- concealing transaction activity;
- separating related payments to avoid review;
- using multiple payment identities;
- manipulating availability or pricing;
- conducting coordinated fraud; or
- otherwise avoiding the application of this Policy.
Where ConSkins reasonably identifies related Accounts, we may:
- link their records for security purposes;
- restrict or suspend the Accounts;
- cancel pending Orders;
- remove improperly obtained Promotional Balance;
- require additional verification; or
- close the Accounts.
8. Account Credentials
You are responsible for taking reasonable steps to protect:
- your ConSkins password;
- your registered email account;
- any authentication codes;
- your devices;
- your browser sessions;
- your linked Steam Account;
- your Steam Trade URL;
- your Payment Methods; and
- any other credentials connected with the Service.
You must:
- use a strong and unique password;
- avoid reusing the same password across multiple services;
- keep your email account secure;
- use available multi-factor or two-step authentication;
- keep devices and software reasonably updated;
- sign out of shared or public devices; and
- notify ConSkins promptly if you suspect unauthorised access.
You must not disclose your ConSkins password or authentication codes to another person.
9. Linked Steam Account
Before purchasing a Digital Item, you must link an eligible Steam Account.
The Steam Account must:
- belong to you;
- be under your lawful control;
- be eligible to receive Steam Trade Offers;
- use a valid Steam Trade URL;
- have the required Steam security features enabled; and
- not be subject to restrictions that prevent delivery.
You must not link:
- a stolen Steam Account;
- a purchased or unlawfully transferred Steam Account;
- a compromised Steam Account;
- another person’s Steam Account without authority;
- an Account controlled by an undisclosed third party; or
- an Account used for phishing, fraud or other unlawful conduct.
10. Steam Credentials
ConSkins does not require your Steam password to deliver a Digital Item.
You must never provide ConSkins, a purported ConSkins representative or any third party with:
- your Steam password;
- your Steam Guard code;
- access to your email account;
- remote access to your device;
- a Steam recovery code;
- a browser session token; or
- another credential capable of granting control over your Steam Account.
A person asking for such information may be attempting to compromise your Account.
11. Steam Trade URL Security
Your Steam Trade URL allows Trade Offers to be directed to your Steam Account.
You must:
- provide the correct Trade URL;
- verify that the Trade URL belongs to the intended Steam Account;
- update it if it changes;
- avoid publishing it unnecessarily;
- review any Trade Offer sent through it; and
- notify ConSkins if you suspect that it has been misused.
Changing your Trade URL does not automatically cancel a pending Order.
You should contact info@conskins.com immediately if the Trade URL changes while an Order is being processed.
12. Trade Offer Verification
Before accepting a Steam Trade Offer, you must verify:
- that you recently placed the corresponding Order;
- that the Trade Offer was expected;
- that the sender information appears consistent with the delivery process;
- that the correct Digital Item is included;
- that the item characteristics materially match the confirmed Order;
- that no unexpected item is requested from you;
- that the offer has not been altered; and
- that the offer is not part of an unrelated communication.
You must not accept a Trade Offer where:
- the Digital Item is incorrect;
- an item is unexpectedly requested from your inventory;
- the sender claims that a transfer is required for “verification”;
- the offer is connected with an unknown website;
- the offer was sent after an unsolicited message;
- the sender pressures you to act immediately;
- the sender claims to be able to remove a Steam restriction;
- the offer appears duplicated, replaced or redirected; or
- you suspect phishing or impersonation.
13. Phishing and Impersonation
You must not:
- create a website, page or interface that imitates ConSkins;
- register a confusingly similar domain;
- impersonate CONDEO LTD, ConSkins personnel or support;
- impersonate Steam, Valve or Steam Support;
- create a fake login or payment page;
- send deceptive links;
- request another person’s credentials;
- falsely claim that an Account is under investigation;
- threaten another User with suspension or loss of Digital Items;
- claim to be an administrator, moderator or verification agent;
- send false Trade Offers; or
- use ConSkins branding to deceive another person.
ConSkins support communications will use official channels identified through the Website.
Users should not rely on unsolicited support messages received through Steam, social media, messaging applications or unofficial email addresses.
14. Trade Redirection and API Abuse
You must not use:
- a compromised Steam session;
- a Steam API key obtained without authority;
- browser malware;
- session hijacking;
- automated Trade Offer replacement;
- copied Steam profiles;
- impersonated trading accounts; or
- another technical method
to redirect, replace, intercept or manipulate a Steam Trade Offer.
You must not request, collect, retain or use another person’s Steam API key or session credentials.
If you suspect that your Steam Account or API access has been compromised, you should:
- secure the Steam Account;
- change relevant passwords;
- revoke unauthorised access;
- review recent Steam Trade Offers;
- contact Steam Support; and
- notify ConSkins if a ConSkins Order may be affected.
15. Payment Method Requirements
A Payment Method used for a Top-Up must:
- belong to you; or
- be used with the lawful holder’s express permission.
You must not:
- use stolen payment details;
- use another person’s card without authority;
- use a card obtained through fraud;
- use false billing information;
- conceal the actual payment holder;
- use a business card without authority;
- use a compromised online banking account;
- submit payments through a stolen digital wallet;
- conduct card testing;
- attempt repeated payments using different stolen details; or
- use ConSkins to verify whether payment credentials are valid.
ConSkins or the Payment Provider may request evidence that you are authorised to use the Payment Method.
16. Source of Funds
Funds used through ConSkins must come from a lawful source.
You must not use ConSkins to:
- receive or process proceeds of crime;
- conceal the ownership of funds;
- disguise the source or destination of funds;
- layer transactions;
- convert fraudulently obtained funds into Digital Items;
- move funds on behalf of an undisclosed third party;
- avoid sanctions or asset restrictions;
- facilitate money laundering;
- finance unlawful activity; or
- otherwise misuse the Service as a value-transfer mechanism.
You may be asked to provide information concerning the source of funds or the purpose of a transaction where reasonably necessary.
17. Payments for Third Parties
You must not use your Account to top up Balance or purchase Digital Items for an undisclosed third party.
You must not:
- accept money from strangers to make purchases;
- use your Account as a payment intermediary;
- process funds for another person;
- receive instructions from another person regarding purchases funded by them;
- allow another person to control your Balance; or
- arrange to receive Digital Items for an unidentified beneficiary.
ConSkins may permit a genuine personal gift or family-funded purchase only where the transaction is lawful, transparent and does not create a security or compliance concern.
18. Balance Misuse
You must not use the ConSkins Balance to:
- transfer value between persons;
- disguise a payment;
- store funds for an unrelated purpose;
- conduct financial activity outside the intended Service;
- purchase Digital Items as part of a cash-conversion arrangement;
- create artificial transaction history;
- evade payment restrictions;
- conceal the origin of a Top-Up;
- exploit a refund process; or
- facilitate fraud or unlawful conduct.
You cannot sell, transfer, assign, pledge or privately exchange your Balance.
19. Chargeback Abuse
You must not initiate or support a false, misleading or abusive chargeback.
Chargeback abuse includes:
- claiming that an authorised payment was unauthorised;
- claiming non-delivery after receiving the correct Digital Item;
- disputing a Top-Up after spending the credited Balance;
- seeking both a Digital Item and repayment of its purchase value;
- opening multiple disputes for the same transaction;
- using a chargeback because the Digital Item’s value changed;
- withholding material information from a bank or Payment Provider;
- submitting altered or misleading evidence; or
- using a dispute to avoid the consequences of a valid Order.
This does not prevent you from raising a genuine payment dispute or exercising any right available under applicable law.
20. Refund and Reversal Abuse
You must not attempt to obtain duplicate or inconsistent remedies.
You must not knowingly retain:
- a Digital Item and a full refund for the same Order;
- the original Digital Item and a replacement;
- a ConSkins Balance refund and a monetary refund for the same amount;
- a Steam reversal and the purchase value;
- a Payment Provider reversal and an additional ConSkins refund; or
- duplicate credits resulting from a technical error.
You must notify ConSkins if you receive a duplicate refund, duplicate Digital Item or incorrect Balance credit.
21. Steam Trade Protection Abuse
You must not use Steam Trade Protection or another Steam reversal mechanism to:
- reverse a correctly delivered Digital Item while retaining its purchase value;
- obtain both the item and a refund;
- avoid an authorised purchase;
- reverse a trade because the market price changed;
- support a fraudulent chargeback;
- conceal an onward transfer;
- make a false account-compromise claim; or
- obtain another improper financial benefit.
A genuine reversal caused by phishing, malware or unauthorised Account access should be reported promptly to both Steam and ConSkins.
22. Promotional Abuse
You must not misuse any promotion, discount, bonus or Promotional Balance.
Prohibited conduct includes:
- creating multiple Accounts;
- using false identities;
- coordinating with other Users;
- repeatedly opening and closing Accounts;
- manipulating referral activity;
- making artificial transactions;
- reversing qualifying payments after receiving a benefit;
- using automated tools to claim a promotion;
- exploiting an error in the promotion; or
- otherwise obtaining benefits contrary to the stated conditions.
ConSkins may remove Promotional Balance or promotional benefits obtained through abuse.
Valid Cash-Funded Balance will not be removed solely because Promotional Balance was cancelled.
23. Price and Availability Manipulation
You must not attempt to manipulate:
- Digital Item prices;
- inventory availability;
- catalogue information;
- item characteristics;
- currency conversion;
- transaction records;
- order sequencing;
- pricing feeds;
- technical integrations; or
- purchasing limits.
You must not:
- submit artificial requests to reserve inventory;
- repeatedly initiate and abandon Orders to block items;
- coordinate purchases to disrupt availability;
- exploit stale or delayed pricing information;
- interfere with third-party inventory data;
- create excessive automated traffic; or
- knowingly use an obvious pricing or technical error.
If you identify an apparent error, you should report it rather than exploit it.
24. Bots and Automated Access
You must not access or use ConSkins through:
- unauthorised bots;
- automated purchasing software;
- scraping tools;
- crawlers;
- browser automation;
- scripts;
- macros;
- headless browsers;
- automated Account creation tools; or
- another automated method
unless ConSkins has provided prior written permission.
This restriction does not apply to ordinary search engine indexing authorised by ConSkins or accessibility technology used for its intended purpose.
ConSkins may apply rate limits, verification steps or technical controls to prevent unauthorised automation.
25. Scraping and Data Extraction
You must not, without prior written permission:
- scrape or extract Digital Item data;
- reproduce substantial parts of the catalogue;
- copy pricing information systematically;
- collect User information;
- create a competing database;
- republish ConSkins content;
- circumvent access controls;
- use harvested data for commercial purposes; or
- use automated requests to monitor or copy the Service.
You must not use information obtained through ConSkins to identify confidential inventory, fulfilment or commercial relationships through unlawful means.
26. Technical Interference
You must not:
- disrupt or overload the Website;
- interfere with servers, networks or integrations;
- bypass authentication or access controls;
- access data without authorisation;
- probe systems for vulnerabilities without permission;
- intercept communications;
- manipulate requests or responses;
- alter transaction data;
- inject malicious code;
- distribute malware;
- conduct denial-of-service activity;
- interfere with another User’s session;
- access administrative interfaces without authority;
- reverse engineer the Service except where the law expressly permits it; or
- attempt to compromise a Payment Provider, Steam connection or fulfilment integration.
27. Security Testing
You must not conduct penetration testing, vulnerability scanning, automated security testing or exploitation against ConSkins without prior written authorisation.
If you discover a suspected security vulnerability, you should:
- stop testing;
- avoid accessing or modifying data;
- avoid downloading information;
- avoid disrupting the Service;
- preserve relevant technical details;
- report the issue to info@conskins.com; and
- allow ConSkins a reasonable opportunity to investigate.
You must not publicly disclose an unremediated vulnerability in a way that creates a material risk to Users or the Service.
This section does not prevent lawful disclosure protected by applicable law.
28. Malicious Software
You must not upload, transmit, distribute or introduce:
- viruses;
- ransomware;
- spyware;
- keyloggers;
- credential-stealing software;
- malicious browser extensions;
- remote access tools;
- destructive code;
- automated exploit tools;
- corrupted files; or
- another harmful program or instruction.
You must not encourage another person to install software as a false condition of receiving support, verifying an Account or completing a Trade Offer.
29. False Information and Documents
You must not provide:
- false personal information;
- altered identity documents;
- fabricated proof of address;
- misleading payment statements;
- false screenshots;
- edited Trade Offer evidence;
- misleading source-of-funds information;
- false explanations of transactions; or
- another materially inaccurate representation.
You must not use another person’s documents unless they are lawfully required for a genuine authorised payment and ConSkins has expressly accepted that arrangement.
30. Unlawful and Restricted Activity
You must not use ConSkins in connection with:
- fraud;
- money laundering;
- terrorist financing;
- sanctions evasion;
- identity theft;
- account theft;
- payment card theft;
- phishing;
- hacking;
- malware;
- extortion;
- blackmail;
- trafficking in stolen accounts or credentials;
- illegal gambling;
- unlawful financial services;
- trade in stolen property; or
- another criminal or prohibited activity.
You must not use ConSkins where the Service is prohibited in your jurisdiction.
31. Gambling and Wagering
ConSkins is provided for the purchase of Digital Items.
You must not use the Service, Account or Balance to:
- conduct gambling;
- place or settle bets;
- operate games of chance;
- fund a gambling account;
- pay gambling winnings;
- facilitate skin betting;
- participate in an unlawful prize scheme; or
- convert gambling proceeds into Digital Items.
The purchase of a Digital Item through ConSkins does not constitute a bet or wager.
32. Harassment and Abusive Conduct
You must not use ConSkins communications or support channels to:
- threaten another person;
- harass support personnel;
- use discriminatory or hateful language;
- send repeated abusive messages;
- impersonate another person;
- disclose another person’s private information;
- make knowingly false allegations;
- send spam;
- distribute malicious links; or
- interfere with the resolution of another User’s complaint.
ConSkins may restrict communications where a User behaves abusively, while continuing to provide any support or remedy required by law through an appropriate channel.
33. False Claims of Affiliation
You must not state or imply that:
- you represent CONDEO LTD;
- you work for ConSkins;
- you are an authorised ConSkins agent;
- you are a ConSkins administrator;
- you control a ConSkins trading account;
- you can approve refunds or remove restrictions;
- ConSkins endorses your product or service; or
- you have a relationship with ConSkins that does not exist.
Written authorisation is required before using ConSkins branding in a commercial communication.
34. Confidential and Proprietary Information
You must not attempt through unlawful or abusive means to obtain:
- confidential supplier identities;
- private commercial terms;
- security controls;
- fraud-detection rules;
- internal pricing methods;
- non-public source code;
- credentials;
- private User data;
- technical keys;
- integration details; or
- other confidential information.
You must not disclose confidential information obtained through unauthorised access, fraud, error or another improper method.
35. User Responsibility for Devices
You are responsible for taking reasonable steps to protect devices used to access ConSkins or Steam.
You should:
- install security and software updates;
- use reputable anti-malware protection where appropriate;
- avoid untrusted downloads;
- remove suspicious browser extensions;
- avoid using compromised devices;
- review active sessions;
- secure the device with a password or biometric control; and
- avoid storing credentials on public or shared computers.
If you suspect malware or unauthorised remote access, you should stop using the affected device for payments or trading until it has been secured.
36. Registered Email Security
The email address registered to your Account may be used for:
- password recovery;
- security notifications;
- transaction communications;
- support verification;
- Account closure; and
- refund communications.
You must maintain lawful access to the registered email account.
You should use:
- a strong and unique email password;
- two-step verification where available;
- secure recovery information; and
- reasonable protection against phishing.
Compromise of the registered email account may allow an attacker to gain access to other linked services.
37. Suspected ConSkins Account Compromise
If you believe that your ConSkins Account has been compromised, you should immediately:
- change the ConSkins password;
- secure the registered email account;
- review recent Top-Ups and Orders;
- review the linked Steam Account;
- check active device sessions;
- secure any affected Payment Method;
- contact info@conskins.com; and
- provide relevant information about the incident.
ConSkins may temporarily restrict the Account, Balance, payments or pending Orders to prevent further loss.
38. Suspected Steam Account Compromise
If you believe that your Steam Account has been compromised, you should:
- stop accepting Trade Offers;
- secure the Steam Account;
- change relevant passwords;
- secure the associated email account;
- review recent trades and authorised devices;
- contact Steam Support;
- notify ConSkins if a pending or completed Order may be affected; and
- preserve screenshots and transaction evidence.
ConSkins cannot recover or restore a Steam Account.
Any Steam Account recovery or trade reversal is controlled by Steam.
39. Suspected Payment Method Compromise
If you believe that a Payment Method has been compromised, you should:
- contact the bank, card issuer or Payment Provider promptly;
- block or secure the Payment Method;
- review recent transactions;
- change relevant passwords;
- notify ConSkins at info@conskins.com; and
- cooperate with any reasonable verification request.
ConSkins may suspend Top-Ups and Orders while an unauthorised payment claim is investigated.
40. Reporting Fraud, Phishing or Security Incidents
Reports should be sent to:
- info@conskins.com
The report should include, where available:
- the registered Account email;
- the relevant Order or transaction reference;
- the Steam profile or Steam ID;
- the Trade Offer reference;
- the date and approximate time;
- a description of what occurred;
- screenshots;
- suspicious links or domains;
- the sender’s Steam profile;
- payment information necessary to identify the transaction; and
- steps already taken to secure the Account.
You should not include full card numbers, card security codes, passwords or authentication codes in an email.
41. Preservation of Evidence
When reporting suspected fraud or Account compromise, you should preserve relevant evidence, including:
- emails;
- Account notifications;
- payment records;
- Trade Offer details;
- Steam profile information;
- screenshots;
- website addresses;
- transaction references;
- dates and times; and
- support communications.
You must not knowingly alter, fabricate or conceal evidence.
42. ConSkins Security Measures
ConSkins may use proportionate security and fraud-prevention measures, including:
- email verification;
- password controls;
- device and session monitoring;
- transaction limits;
- velocity checks;
- IP and location checks;
- payment authentication;
- 3D Secure;
- Payment Method verification;
- Steam Account verification;
- automated risk indicators;
- manual reviews;
- identity verification;
- sanctions screening;
- temporary payment holds;
- Balance restrictions; and
- Account suspension.
The use of a security measure does not guarantee that all fraud or unauthorised activity will be prevented.
43. Automated Risk Assessment
ConSkins and its service providers may use automated systems to identify activity that appears unusual, inconsistent or potentially fraudulent.
Risk indicators may include:
- repeated failed payments;
- unusual transaction frequency;
- inconsistent location information;
- multiple related Accounts;
- device anomalies;
- mismatched payment details;
- suspicious Steam Account activity;
- repeated refund or chargeback requests;
- attempts to bypass limits; and
- known fraud indicators.
An automated risk result may lead to:
- additional authentication;
- manual review;
- delayed processing;
- rejection of a Top-Up;
- temporary Balance restriction; or
- suspension of an Account.
Where required by data protection law, information about automated decision-making will be provided in the Privacy Policy.
44. Verification Requests
ConSkins or its service providers may request:
- confirmation of email ownership;
- proof of identity;
- proof of age;
- proof of address;
- confirmation of Payment Method ownership;
- limited payment records;
- evidence relating to source of funds;
- confirmation of Steam Account ownership;
- transaction explanations; or
- another proportionate form of verification.
You must provide accurate and authentic information.
A transaction may remain pending or restricted while a legitimate verification request remains incomplete.
45. Temporary Restrictions
ConSkins may temporarily restrict:
- Account access;
- Top-Ups;
- available Balance;
- new Orders;
- pending deliveries;
- refunds;
- Account closure; or
- particular functionality
where reasonably necessary to:
- protect the User;
- investigate suspected fraud;
- verify identity or payment authority;
- respond to a chargeback;
- investigate a Steam reversal;
- resolve conflicting transaction information;
- comply with law or sanctions;
- prevent further harm; or
- correct a technical or security issue.
Restrictions will be proportionate to the matter under review.
46. Suspension
ConSkins may suspend an Account where there is a reasonable basis to believe that:
- the Account is compromised;
- false information was provided;
- a Payment Method was used without authority;
- fraud or unlawful activity occurred;
- multiple Accounts are being misused;
- a chargeback or refund is abusive;
- Steam Trade Protection is being misused;
- security controls are being bypassed;
- the User is interfering with the Service;
- the Account is linked to prohibited activity; or
- continued use creates an unacceptable legal or security risk.
A suspension may remain in place while an investigation is ongoing.
47. Account Closure
ConSkins may close an Account permanently where:
- the User materially or repeatedly violates this Policy;
- the Account is used for fraud;
- documents or information are falsified;
- stolen funds or credentials are used;
- the User attempts unauthorised access;
- phishing or impersonation occurs;
- a serious security threat is created;
- the User repeatedly evades restrictions;
- the User refuses necessary verification;
- continued access would breach applicable law; or
- another serious or repeated violation occurs.
Account closure does not remove:
- obligations arising from completed Orders;
- valid chargeback liabilities;
- negative Balance;
- fraud investigations;
- legal retention obligations;
- rights to mandatory refunds; or
- other accrued rights and obligations.
48. Balance Following Enforcement Action
Where an Account is restricted, suspended or closed, ConSkins may temporarily prevent the use or refund of Balance while:
- payment ownership is verified;
- chargebacks are resolved;
- unauthorised activity is investigated;
- Digital Item delivery records are reviewed;
- negative Balance is calculated;
- sanctions restrictions are assessed; or
- legal instructions are followed.
ConSkins will not confiscate valid Cash-Funded Balance merely as a penalty for violating this Policy.
Eligible unused Cash-Funded Balance will be handled in accordance with:
- the Terms and Conditions;
- the ConSkins Balance, Payments & Pricing Policy;
- the Refund, Cancellation & Failed Delivery Policy;
- applicable law; and
- the circumstances giving rise to the restriction.
Promotional Balance obtained through abuse may be cancelled.
49. Cancellation of Orders
ConSkins may cancel a pending Order where:
- fraud is suspected;
- the Account appears compromised;
- the Payment Method is disputed;
- verification is incomplete;
- the Steam Account is ineligible;
- the Order violates this Policy;
- the Digital Item cannot be safely delivered;
- a legal restriction applies; or
- cancellation is necessary to protect a User or service provider.
Where an Order is cancelled and no Digital Item was delivered, the deducted amount will ordinarily be restored to the ConSkins Balance unless the underlying Top-Up is itself unpaid, reversed, fraudulent or legally restricted.
50. Cooperation with Service Providers and Authorities
ConSkins may cooperate with:
- Payment Providers;
- banks and card issuers;
- Steam;
- technology and fulfilment providers;
- identity verification providers;
- fraud-prevention services;
- hosting and security providers;
- professional advisers;
- law enforcement authorities;
- courts;
- regulators; and
- other competent authorities
where reasonably necessary to investigate fraud, protect Users, enforce agreements or comply with law.
Personal data will be disclosed only where there is an appropriate lawful basis and in accordance with the Privacy Policy.
51. Confidentiality of Security Controls
ConSkins is not required to disclose:
- fraud-detection rules;
- risk scores;
- internal thresholds;
- investigation techniques;
- service provider security rules;
- confidential technical information;
- reasons that would enable circumvention;
- information relating to another User; or
- information that cannot lawfully be disclosed.
Where reasonably possible, ConSkins will provide a general explanation for a restriction or decision.
52. Appeals and Complaints
If you believe that an Account restriction or enforcement decision was made incorrectly, you may contact:

Your request should include:
- the registered Account email;
- the relevant transaction or Order references;
- a clear explanation;
- supporting evidence; and
- the resolution requested.
ConSkins may require identity or Account ownership verification before reviewing the matter.
Complaints will be handled in accordance with the Complaints & Dispute Resolution Policy.
53. User Responsibility
You are responsible for losses reasonably resulting from your:
- deliberate fraud;
- use of stolen credentials;
- unauthorised use of a Payment Method;
- false representations;
- malicious interference with the Service;
- knowing exploitation of a technical error;
- phishing or impersonation;
- abusive chargebacks;
- deliberate breach of this Policy; or
- other unlawful conduct.
ConSkins may seek recovery of direct and reasonably foreseeable losses to the extent permitted by law.
54. Limitation of Responsibility
Nothing in this Policy excludes or limits liability where doing so would be unlawful, including liability for:
- fraud;
- fraudulent misrepresentation;
- deliberate misconduct;
- death or personal injury caused by negligence;
- breach of mandatory consumer rights; or
- another liability that cannot lawfully be excluded.
Subject to those rights, ConSkins is not responsible for losses caused solely by:
- the User sharing credentials;
- use of a compromised device;
- acceptance of an unrelated or clearly fraudulent Trade Offer;
- phishing conducted independently of ConSkins;
- use of an unofficial website;
- failure to secure the registered email account;
- unauthorised browser extensions;
- malware not caused by ConSkins;
- another person’s access resulting from the User’s failure to take reasonable security steps; or
- actions independently taken by Steam, a bank or a Payment Provider.
ConSkins remains responsible for security and service obligations imposed on it by applicable law.
55. Relationship with Steam and Valve
ConSkins is independent from Valve Corporation and Steam.
Valve controls:
- Steam Accounts;
- Steam Guard;
- Steam authentication;
- Steam Trade Offers;
- trade restrictions;
- Steam Trade Protection;
- Steam Account recovery; and
- Steam enforcement decisions.
ConSkins cannot:
- recover a Steam password;
- unlock a Steam Account;
- remove a Steam restriction;
- reverse a Steam enforcement decision;
- guarantee restoration of a Digital Item; or
- provide official Steam Support.
Users must use official Steam support channels for Steam Account recovery and Steam-specific security issues.
56. Personal Data
ConSkins may process personal data to:
- prevent and detect fraud;
- protect Accounts;
- authenticate transactions;
- investigate suspicious activity;
- verify identity and Payment Method ownership;
- respond to chargebacks;
- investigate Steam Trade Offer issues;
- enforce this Policy;
- comply with legal obligations; and
- protect legal rights.
The types of data used may include:
- Account information;
- payment-related information;
- Steam information;
- IP address;
- device information;
- login records;
- transaction history;
- risk indicators;
- communications;
- verification documents; and
- delivery evidence.

- changes to Steam;
- new fraud patterns;

Material changes may be communicated through the Website, Account or registered email address where reasonably appropriate.
58. Relationship with Other Policies
This Policy should be read together with:

If there is a conflict, the Terms and Conditions will prevail unless another Policy expressly takes precedence for a particular issue or applicable law requires otherwise.

Consumers may also benefit from mandatory rights and protections available under the laws of their country of residence.
